Start pricing

mode is start (price a budget not yet priced; a priced one answers completed at once), recheck (fresh numbers, the quota is asked first), retry (after a failure) or update (the newer method, only when on offer). Answers the pricing state; poll GET .../pricing until it is completed or failed.
