Tool Action Quotas

Record a Tool Action Use

Atomically consumes one use of (tool, action) against the shared monthly bucket. Accepts short aliases (budget/itinerary/packing/vote) or the canonical tool strings. Pro users and unmetered tools always pass without being counted.
