Create a delegate for a report

Assign a user or a staff group as a delegate for the report. Provide exactly one of user (user ID) or group (staff group ID). Report delegation must be enabled for the practice (FaxDelegateModal or ReportQueueDelegate). For group delegation, StaffGroupDelegates must be enabled.
