Replay an event

Replays a recorded event to every destination currently subscribed to its type, plus any legacy subscription on the account. The stored envelope is sent verbatim, so you receive what the original delivery should have sent rather than a re-render of current state. Targets are resolved at replay time, so a destination added or repointed since the original fire receives it. Attempts are recorded against the same event and are distinguishable from the original delivery. Replaying is safe to repeat; treat the delivered event as a duplicate and key off the event id.
