List the net-effect of a Sheet's unflushed WAL.
Returns the collapsed (last-writer-wins) view of the sheet's unflushed WAL: one entry per distinct rowUid, reflecting the most recent upsert or tombstone. Payload values are not returned — the engine is the sole decryptor (ADR-0012). Responses are now bounded: use limit (default 1000, max 1000) and after (a rowUid UUID for keyset continuation) to page through large pending sets. count reflects the number of rows in this page, not the total pending set. Requires sheet:read.

Query parameters
Page size. Default 1000, maximum 1000. An integer outside [1, 1000] (or a non-integer) is rejected with 400.
Keyset cursor — return only rows with rowUid strictly greater than this value. Omit to start from the beginning. A malformed UUID is rejected with 400.

The pending row net-effect (metadata only; no payload values).
