Create external fees provider

Creates an external fees provider from a live fees URL and an optional test fees URL, the endpoints Duda's ecommerce service contacts to retrieve fees for a cart; the test URL falls back to the live URL when left out. Returns the created provider.

Optional test url used to fetch the associated fees of a cart in test mode. Will default to the live url if not provided. Must be a valid https url
