List VAT rates

Retrieve a paginated list of VAT rates available for the organization.

Use the id field as vat_rate_id when creating or updating transaction line items (invoices, bills, journal entries, etc.) with VAT tax data.

Filter by country_code, rate_type, tax_type, or is_active to narrow results.
