Node Locations Route

Where every one of an operator's pricing nodes is, and why the rest are not yet.

The same table /query joins onto located rows, served whole so the frontend can draw coverage and a person can finish the unplaced ones (dryos/reference/node_locations.py says how). iso is ERCOT, MISO or PJM.
