Where auto lands for this caller: its measurements and its address's GeoIP location, through the one rule (region_auto.resolve), so a client keeps no rule of its own and a region with no probe can still win. Sticky for a day per organization and client network (StickyRegions): two near-equal regions don't trade places between creates.
