Re-run the background asset copy for an import

Starts the background job that copies an import's mirrored assets (images, fonts, scripts from other hosts) into Dotsy. Use it when an import's externalAssets ended partial or aborted, or after your plan's mirror limits changed. It is safe to repeat: while a copy is running it answers 200 alreadyRunning and starts nothing. The site must have been imported with assetMirror: full.
