Run a monitor now, once

Enqueues exactly one extra check immediately, without waiting for the interval and without advancing the schedule — the next scheduled run still happens when it was going to.

Bounded three ways: one run per call, with no count parameter; refused with 409 MONITOR_RUN_IN_FLIGHT while a run for this monitor is already pending or running, so it cannot be used to fan out; and billed exactly like a scheduled run, drawing on the same quota and refused by the same 429 wall.

A paused monitor is refused with 409 MONITOR_PAUSED. Poll GET /monitors/{monitorId}/runs for the outcome.
