Incrementally synchronize one mailbox

Call without a cursor to capture a baseline before a bounded full snapshot. Then pass next_cursor to replay mutations that happened during and after that snapshot. Cursors are opaque, signed, mailbox-bound, and expire after 30 days. Push notifications are only invalidation hints; this journal is the durable recovery source. An entry about a work item made from authentication mail carries its title and ask redacted for a token without email:auth_secrets.
