Dispatch Payload Control Command

Dispatch control commands to specified aircraft's payload (gimbal / camera / speaker, and other airborne payloads) in project, e.g. gimbal pitch / photo / video / lens switch / zoom, etc. Caller must hold the aircraft's payload control authority to execute commands.
