Create a branded property search PDF

Creates a base64-encoded PDF from a prior property search. Zero-result searches produce a certificate; searches with findings include a status summary and paginated record details. Missing source statuses are blank. Reports use the latest saved response for the search ID, including live-search and truncation notices. Polling a search refreshes that snapshot. Older searches with findings require a new search if no snapshot is available. Certificate generation is not a second billable search. Dates use the account report date format from Settings unless date_format is provided.
