List clinic plans by clinic slug

Permissions needed: NONE Returns the clinic's plans that Pet Parents can sign up for on their own: plans with status active and is_public true (the "Visible on pet portal & mobile app" setting). is_public is false by default. The clinic app does not let a family plan (allows_multiple_pets) be made public. To list every plan of a clinic, including hidden ones, use the authenticated GET /api/v1/plans.
