Stream an external PDF through our origin.

Used by /pdf-viewer/web/viewer.html?file=/pdf-viewer/p/<b64-url> to sidestep pdf.js's same-origin file-loading check. Path-segment encoding (vs ?url=...) avoids pdf.js mangling the ? to %3F.
