Create Auth Config Endpoint

Create an auth config.

POST /api/integration-auth-configs { "provider": "google", "management": "managed", "auth_scheme": "oauth2", "scopes": ["https://www.googleapis.com/auth/gmail.readonly"], "name": "My Google Config", "custom_client": null # required only if management='custom' }

Returns 201 with {"id": <new_id>}. Returns 422 if managed scope not verified. Returns 400 if custom without custom_client or invalid status.
