Return paginated files for workspace.

When search is provided AND offset == 0, additionally fans out a vector-image search via the RAG service and appends image-MIME hits that the filename ILIKE didn't already match. This way a user typing "watercolor cat" finds the cat photo even when the filename is a Voyage UUID.
