Agent Webhook Verify

Generic GET subscription-verification handshake.

Providers in the Meta family (Facebook, Instagram, WhatsApp, Threads) and any other provider using the same pattern confirm a callback URL by sending GET ...?hub.mode=subscribe&hub.verify_token=<t>&hub.challenge=<c>, and expect <c> echoed back verbatim (text/plain, 200) — but only when the verify token matches. The path token is the shared secret, so the provider's "Verify token" field must be set to the SAME token that is in the URL. One handler covers every provider in this family — no per-app code.
