BPI insolvency lookup - placeholder, not implemented yet (API key only)

BPI integration is pending: currently always returns {inInsolventa:false, proceduri:[], sursa:BPI, note}. For insolvency signals use /v1/risk/{cui}, which reads ONRC status codes.
