Auto-build shifts (Asynchronous)

Automatically builds shifts based on historical patterns for specified areas and date range. Analyses past shift data to generate optimal shift templates. Returns immediately with operation ID for tracking. Use /operations/v2/operations/{id} to poll for completion.
