List build commands

Returns the project's build pipeline in execution order: the project's own build commands merged with any linked account-level (global) build commands. Each row carries a source of project or global; only project rows are actionable on the build-command member routes (show/update/destroy). Global rows carry the linked command's recipe plus the per-project position and effective enabled state.
