Read withdrawal status

Pay-side status read (ownership enforced — foreign ids are 404). Poll every 5–15 s until a terminal status; sent is terminal success. With sk_test_, sandbox_* ids return the fixed synthetic sandbox-only state confirmed; any other id is 404.
