Agent account status + progress

Minimal consumable progress: account_status, graduation state, and the account's keys. graduation.blocked_on is the actionable field — "domain_proof" means the account must prove a domain, "gate_review" means it is verified but not graduated yet. Auth: agent keypair signature. OPEN even when suspended (so the agent can read the reason). Never exposes maturation dates or review specifics.
