Create a folder

Create a workspace folder, optionally inside another folder. Folder names are not unique, so check GET /folders first to avoid creating a duplicate. The new folder is listed by GET /folders right away, and its id is accepted as folderId by POST /projects and PATCH /projects/{projectId}.

Folder to create the new folder in. Omit to create it at the workspace root. Resolve a folder name to its ID via GET /folders.
