Propagate a cached TLE to the current epoch via SGP4.

Foundation primitive for conjunction assessment: returns position (TEME frame, km) and velocity (km/s) for a single object. Conjunction-window detection (pairwise close-approach between tracked objects) is scoped for the next-session build.
