Run C3 cross-correlation analysis for an RS network region.

C3 (Stehly et al. 2008) samples all azimuths via equipartitioned coda. NOTE: the "faster convergence / fewer stations" claim previously made here is UNSUPPORTED and is contradicted at regional scale -- Zhang, Feng & Ritzwoller (GJI 2020) measured coda-wave C3 needing ~510 source-stations for modest SNR and landing 3-5x WORSE than two-station. Untested in this regime; treat as a research path, not a capability. Returns velocity maps, dispersion, and site classification.
