PEWS - Planetary Early Warning

Lightweight validation: match predictions against USGS (admin only)

Fetch recent USGS earthquakes and validate all pending predictions in the ledger and cached report. Much faster than run-cycle (no full data fetch). Updates n_validated_events for the dashboard. Requires X-Admin-Token header.
