Portfolio Create

Create a monitoring portfolio.

Register a set of locations for continuous multi-hazard monitoring. Each location gets an initial risk snapshot, and the watchdog begins autonomous monitoring at the configured frequency.

Required fields: portfolio_name, locations (array of {lat, lon, label, property_value_usd}).

Optional fields: alert_threshold (default MODERATE), webhook_url, email, alert_channels, monitoring_tier (basic/standard/premium).

Max 500 locations per portfolio.

Pricing: Free to create. Monitoring costs $50-$500/month based on location count.
