Train the weather x Ghost Network cross-correlation ML model.
Ghost Network provides WHERE (spatial prediction using infrastructure signals). Weather provides WHEN (temporal triggering context). Combined model improves collapse timing prediction.
Set use_real_data=true to train on actual USGS NWIS well levels + Open-Meteo Archive weather (slower but ground-truth validated).
