Commit a spec-v1 forecast (POST + auth, fails closed).

Body = the canonical forecast JSON as raw JSON text. Duplicate keys are rejected at parse time; the payload's submitter_id must match the authenticated token; the server UTC clock is the receipt clock (strictly before window_start_utc, enforced by the store).
