Live evaluation -- returns CYCLE/THROTTLE/PAUSE/STOP for a site.

Production caller flow:

  1. Customer provides lat/lon (or stable site_id) for any BSA site.
  2. Engine evaluates 5 sub-axes (static prior + convergence + microseism + EQ activity + ETAS).
  3. Returns composite + classification + per-sub-axis detail.
  4. Persists to data/bsa_cycling_recommendations.db when persist=True.
