Confirm Subscription

Confirm a double-opt-in alert subscription (one-click link).

The token is the subscriber's api_key (an unguessable UUID emailed only to that address). Idempotent: re-clicking is fine. Unknown/invalid tokens get a generic friendly page -- no enumeration detail, no 500.
