ARA query (legacy, deprecated: use /v1/ara/agent/{agent_id}/profile or /timeline)

Legacy agent observation. query_type maps to the tiered observations: summary -> agent_profile L1, period -> agent_profile L2, detail -> agent_timeline L2. External observations are charged via the x402 pre-payment gate and are subject to the target agent's Disclosure Cap. Self-observation is free.
