Explain a held decision in customer-safe words

Organization API key with decision:read and role VIEWER or higher; the organization comes from the key. For a HOLD, BLOCK or ESCALATE decision, returns wording a support agent can pass on (no codes, check ids or figures) and an internal part with reason codes, check ids and the dossier id. An approved decision is 409 decision_not_held.
