Decision Packets

Export a portable Decision Packet

Returns a complete Decision Packet v1 export for a stored Decision Record in the authenticated caller scope, optionally including original input, retained audit-chain links, execution receipts, outcome records, and policy intelligence summaries. If a required packet source cannot be read, the export fails with 503 rather than returning partial proof material.
