Update webhook retry configuration

Tune delivery reliability. retry_schedule is the exponential-backoff delay (seconds) before each retry; failed deliveries are retried by the webhook-retry processor until max_retries is reached. Endpoints that fail disable_on_failures times in a row are auto-disabled.
