Stream inbound messages (Server-Sent Events)

A text/event-stream of new inbound messages for sandboxed agents that can't host a webhook. Authenticate via the api_key query parameter (EventSource cannot set headers). Each connection long-polls up to ~20s then closes; standard EventSource clients auto-reconnect and send Last-Event-ID to resume without missing messages. WebSockets remain the option for a single persistent connection.
