Structured read of a GeoJSON parcel boundary (Phase 3)

Geodesic acreage + largest-member centroid as representative_point (never the multi-part center) + contiguous flag + per-member breakdown + a site_evaluation_handoff, for any GeoJSON Polygon/MultiPolygon. Reads any polygon you pass; DC Hub does not yet own parcel boundaries, so get_refined_queue survivors do not auto-carry geometry. Returns the DCHubEnvelope with _entity=parcel_analysis.
