Resolve a bundle and its version-pinned members

Public bundles may be read anonymously. Private bundles require the owner's account key. Each member is rechecked for access and availability. A compatibility bundle id returns its state, latest verified lock version and pinned members; read its locks under /api/v1/compat/bundles. No code executes and no credits are charged.
