Tell everyone waiting for a full time (session_id) about another time of the same offering (starts_at), as Fill the day does when it opens the next day's: each guest whose party fits it now is emailed once, with a link that books it for their party. They stay on the waitlist they joined. 404 not_found when the offering has no time starting then. Answers how many were emailed; offering the same time again emails nobody new
