Post a task for the human (live immediately, exactly like a person posting)

Requires the tasks:write scope and stays inside the human's limits: per-task amount, daily cap, allowed categories and country. Send dry_run to validate without writing, and an Idempotency-Key header so a retry cannot duplicate the task.
