Verify changes in newer SEC filings

Compare new same-form SEC filings since an optional checkpoint and return ranked changes that show which disclosures deserve attention first, with before/after evidence from SEC filings, deterministic analytical labels, exact provenance, and retry-safe checkpoint state. Callers may supply a freeform topic or profile=financial_risk for liquidity, debt, dilution/equity-issuance, and changed-risk coverage. For profile=financial_risk, documented changes are separated from deterministic category/attention interpretation; omission does not prove a risk disappeared, a shelf or authorization is not money raised, and potential dilution is not realized dilution. Use the $0.10 fast material filing-change operation first when a same-form filing pair is enough. A delivery retry repeats the identical authorized request with the same payment credential or proof. Changing any payment-bound argument starts a new invocation and requires a new authorization when commerce is active.
