Get stream differences

Compares the job's stored catalog against a submitted edit. Send updated_streams_config, or updated_available_streams_config + updated_selected_streams_config. An invalid catalog format returns 400 before any operation starts. Poll the returned operation; its result (GET /operations/{operationid}/result) is a dto.StreamDifferenceResponse.
