Port State Control inspections and detentions

Returns PSC inspection records: authority, port, type, detention flag, deficiency count, and full deficiency descriptions.

Credit cost: 1 per record returned. Requires an Add-Ons plan tier.

For a bulk export, POST to /api/v0/report with report_type: inspections. Bulk reports cost 2,000 credits each.
