Get an AI Gateway provider

Get a provider by ID, including its routing slug, integration account, and cost multiplier. Credentials stay in the integration account and are never returned. Requires ai_gateway_config_read and provider View. Catalog and pricing metadata inherit provider access. Lists omit hidden entries; direct reads of hidden resources return 404.
