Restart the error budget window of a specific SLO

Starts a new error budget window for the SLO, beginning now. The definition is left unchanged, and the measurement starts from scratch: everything recorded before the reset, including any incident, stops counting against the objective.

The SLO records a new series from this point on, so the budget reported right after a reset covers only the elapsed part of the time window and widens as the window fills up again. Data recorded by the previous series is kept.
