SignalControl edge configuration (the edge facet of SignalControl).

SignalControl is generally available, so this is no longer per-organization state: it is not stored, not settable, and always reports enabled: true. It is still returned by GET /api/signal-control/edge/settings and in the edge-settings payload for Dash0 Operators that still check entitlement before deploying the SignalControl components.
