Get a schedule event by ID

Full detail for one legislative agenda item (sesión/audiencia/debate): title, date, issuing body, and the linked bill (project_id) if any. Schedule ids are globally unique; no country_code needed.

Data sources: the official legislative agendas and session calendars published by each congress, refreshed every 1-2 hours on session days. ⚠️ No source-document URL is available for the agenda event itself — if it's tied to a bill, use get_bill/congress_records on that bill for a citable link instead of expecting one here.
