Get an intervention by ID

Full detail for one intervention (discurso): the full speech transcript (content), date, and the actor/bill it's linked to if any. Intervention ids are globally unique; no country_code needed.

Data sources: transcribed speeches/interventions from congressional sessions and public events, curated by Dapper's monitoring pipeline. ⚠️ New, small dataset (462 rows as of 2026-07-21, only Colombia and Perú populated) — coverage will expand over time.
